
Touleova turned 17 last February. Miss Universe rules state all contestants must be at least 18 years of age.
Last May, media in Kazakhstan, including the portal Zakon.kz, reported that Miss Kazakhstan 2011 Aynur Tolueova would represent the country in Miss Universe 2012, while her 1st runner-up Evgeniya Klishina would compete in Miss World in Ordos, China.
Recently, the same portal made a report about Tolueova’s preparation for the upcoming Miss Universe pageant to be held in Las Vegas in December.
However, according to the official rules, she would be ineligible to compete in both the Miss Universe 2012 and 2013 pageants.
Tolueova was crowned Miss Kazakhstan 2011 at 16 years old. Reports on her victory state that she was an 11th grade student, born on February 4, 1995. In order to compete in Miss Universe you have to be at least 18 years old by February 1st. Tolueova is 17.
Even if she applied to Miss Universe 2013, when she is 18, she would be reaching the age on Feb. 4th, a mere three days after the cut-off. But the American organization is very strict about their rules and she would also be ineligible to compete next year.
The Miss Kazahstan 2012 beauty competition is scheduled for December, so they would have to appoint a representative who meets the requirements to travel to Las Vegas.
Evgeniya Klishina competed successfully in the Miss World competition in Ordos last august, placing among the top 30 quarter-finalists.
She is still teenager. Miss Kazakhstan Organization should send her to Miss Global Teen 2012 Pageant.

I think GB should have an internet pageant for Miss Dethroned Worldwide 2012. There will be two winners – the initial winner, who will be dethroned in 6 months and the runner-up who takes her place.
I propose that Sheena Monnin represent the USA as she “dethroned” herself.

Miss U should bring back the old age rules. In 1990, Rosario Rico Toro of Bolivia was only 17 when she competed. I think she was one of the last few girls aging 17 who was allowed to compete.
Prior to her, there were a number of 17 year old girls who competed in the earlier editions of Miss Universe.
The 17 year old eligibility may have something to do with U.S.labor laws…as she is not yet 18, so in the US, she is considered a minor and thus cannot be a full time Miss Universe.
Indeed she was one of the last ones, if not THE last, as the “at least 18 and under 27 by February 1″ rule was established in 1991.
The UK gives certain legal responsibilities to 16 year olds that the US typically does for 18 year olds (e.g. age of consent, ability to leave school and work full time, ability to leave home without parents’ approval), hence the conflict in minimum age requirements with Miss World and Miss Universe.
